Visual Similarity Algorithms (for CBIR)

I am trying to create a collection of visual similarities between images, be it size, angle, color, rotation invariant for Content Based Image Retrieval.Quite platform agnostic, but .NET, Java or Python are preferred. But if others are available, pls. suggest away.

I am very familiar with the Match OpenCV pattern and Match shape. I also looked at AForge.NET.

Searching for content based on content is an area of ​​hard research. Unfortunately, this is not my area of ​​research, so I cannot give you an authoritative proposal for a viable algorithm.
