I have some changes in the registry of a small number of computers in our group.

In Windows 7 Enterprise, how can I disable the ability of a user to change the image of a user account?

I do not want an empty frame in the Start menu or on the login screen. I want our company logo to be displayed, and I do not want it to be changed.

This link indicates that this is a known bug in Vista, and I cannot find any evidence that the bug was fixed in Windows 7.
