Is it possible to test the site under HTTPS at the development stage, that is, without actually buying an SSL certificate?

Yes, you can use self-signed certificates or create your own CA. For this, OpenSSL comes with a test script ( CA.plwhich even has its own manual page). Then you will have to import the test CA certificate into your test clients.
