What does self-description mean in relation to web services?

Over the years, I've heard a lot of buzz about Self Describing web services, and I'm curious what that means. I turned the W3C standard over and it really doesn't help.

I understand, you can say: β€œGive me this argument and call this function, and I will return something like this”, but how is it really useful? How can software know what is relevant to the client, given some context?

Can someone give real examples of this concept and explain how it is better than some other alternative? Or maybe how useful / useless it is?
