MakeSfxCA.exe and DLL compiled with Framework 4.0

Question

I have a dll file compiled with Microsoft.NET Framework 4.0

When I use the MakeSfxCA.exe file and pass the dll as one of the command line options, it gives me the following error message:

I had a similar problem by adding the following code to the CustomActions.config file and creating the MakeSfxCA.exe.config file next to MakeSfxCA.exe
