Preventing assembly breaks - using pre-commit assembly

Question

What methods are available to prevent sloppy developers from breaking into assemblies.
Are there any version control systems that have a code registration prevention system that breaks the assembly.

Microsoft TFS Build has something called “private checks” that provides this by performing private registrations (called “Racks”) that advance to normal registrations if the assembly completes successfully.
