Should tag hierarchies?

I always considered tags as completely different from the usual folder hierarchy. I am creating a system that requires tagging for a set of data sets. We had developed the db design (a fairly simple model), but a discussion arose around the value, which still has the concept of hierarchy in the tag world.

In SOF, as an example, the only equivalent that I see in this is using -some tag names, such as tagging; jquery, jquery-ui, jquery-ui-dialogSo there is no built-in simulated communication (just a naming convention).

Is there any generally accepted wisdom of best practices regarding how and if hierarchies should exist in the tag world?

hierarchies are usually a drawback compared to sets. Think about bookmarks and tag packages like delicious.com . I prefer to look for a set with sportand newer-than-1-weekand ( english-languageor chinese-language) rather than ( socceror boxing).
