UIPopover content changes to random orientation when modal view is visible and iPad is rotated

Question

I have UITableViewin the navigation controller shown inside a popover. When you click the panel button inside the popover (in the detail view), it shows a modal view. If you rotate the iPad with a visible popover and a modas view on top of it, the contents of the popover change to a seemingly random orientation, as shown below.

Any idea what is going on here?
