This link does not fix the problem and it is still not resolved. I finally gave up and decided not to use SSIS.

I had the same problem too. Disabling "Verify Digital Signature on Package Download" did not work for me. After a while, I realized that I forgot to register my meeting with the GAC. I also had to work with built-in resources for third part libraries.
