What happens if the size of the cookies exceeds the size set for cookies in the browser?

If the entire cookie cannot be saved, the cookie will not be stored at all (at least not in a compatible implementation). From RFC 2965 , Section 5.3:

The information in the Set-Cookie2 response header MUST be stored in its entirety. If for some reason there is not enough space to store a cookie, it MUST be dropped, not truncated.
