Ideas for implementing the Magento order approval process?

I need to set up approvers for orders that customers send.

No credit card authorization required. For example, a company employee puts foo and bar in his basket and checks. One of the staff officers must approve it (superiors will already have accounts magento) before they can be billed. Therefore, when the order is placed, you must send an email to the bosses with the URL in the order. Then they can accept it or refuse it.

Is there an existing extension that does something like this or would be a good starting point?

If I wanted to create my own module for this, it looks like a workflow:

• The customer placing the initial order should be simple and status should be included.
• The order starts a check to find out who the customer’s boss is and sends them a link to the order.
• Bosses should be able to log in and see the order, and you can click "accept" or "reject."
• The order is set to pending payment or something similar, if approved.
• The administrator bills for the order.

Coding is not a problem. I'm just wondering if a good starting point or pointers to any existing links would be great.

Are you having difficulty adding a new user group to the backend and only for their access to placed orders?
