I am trying to recreate this conquerclub (Risk-like) game:

In other words, I want to know who owns each territory at every point in time and how many troops they have in that territory. My main source of information is the game magazine. Notes:
% This is not in the game magazine, but all territories start w / 3 troops.
% Since we know the owners of the territory at the end of the game, and Game Log mentions all changes in the owner, determining the owners of the territories at any given time is simple.
% The task is to find the number of troops in the territory at a given time.
% In the game magazine provides information on the deployment of troops, and the conquest.
% However, the game log is incomplete. Assume that attacks on territory X of territory Y are unsuccessful, but both territories are losing troops to handle. Game magazine does not mention this.
% It is probably impossible (in general) to find the exact number of troops in the territory at the moment, so I'm looking for a range.
% I tried to submit the data to Mathematica as a series of inequalities, but, as the manual warns, the computation time increases exponentially with the number of inequalities. Even with a fairly small number of inequalities, it freezes. Also, I'm not sure Mathematica is the right tool here.
% Any thoughts? Another example:

% I know about http://userscripts.org/scripts/show/83035 , but only tracks \ owners, not the number of troops.
