I have winform, VBExpress 2008 with one button and this code behind it, to illustrate the problem:

When I select a file (in my case, small PDF files), I get a delay of 3 to 6 seconds after selecting the file until it moves to the next statement, in this case MsgBox.
If I repeat the selection of the same file a second time, I do not get a delay. But, if I exit the program and restart it, then again I get a delay (once). After the first one hangs, it looks like it hangs for about 7-9 attempts, and the window says โdoes not respondโ for several seconds. I do not have this problem on Vista or XP.
If I select the same file again and again, it can hang 1, 2, and 12th time. To close the program, try again, it may be the 1st, 3rd and 9th time. It will never be the same as if it had run out of resources and cleared the cache.
I watched the task manager during the delay and do not see anything unusual. I have a new computer with everything that works correctly. I thought it was my Norton Internet Security, but I turned it off and it didn't matter.
Can someone let me know what might happen and / or how can I track the source of the delay to the end? I tried everything I know to isolate the problem and my ideas are running out. I do not see any other posts about this particular thing.
