Visual Studio cannot find a reference to a CIODMLib project on a Windows 7 64-bit machine

I am currently upgrading my development environment to the 64-bit version of Windows 7.

I have a link to C # for CIODMLib, which is a COM link to "C: \ windows \ system32 \ ciodm.dll" in Windows XP. For some reason, this COM component does not exist on Windows 7, although the DLL does exist. I have already verified that indexing services are enabled in my dev block, and I have already tried registering C: \ windows \ system32 \ ciodm.dll with regsvr32, but it still does not appear in the Add Links box in the "COM" box.

Please, help!
