Does Time.to_i always return the number of seconds from EPOCH to UTC?

The time zone difference is always ignored, no matter what time zone is expressed in?

Intuitively, the number of seconds elapsed since the EPOCH should be higher for those, for example, in UTC + 2. However, it seems that this is not so.
