How to implement a slider / progressbar for a video application, YouTube style?

Question

I want to implement the / progressbar slider as a YouTube style. This means that when you mouse over the progress bar, the tooltip accurately shows the time position. How can i do this? Should I use a slider? or maybe a ProgressBar?
