How do I get to the Design tab in Visual Studio 2010 to program Windows Form?

I am new to Visual Studio 2010 and I am trying to develop Windows Form. I don’t see the Design tab, where I can switch between form design and .cs code. How can i do this?

tools -> Options -> HTML Designer, then click "Enable HTML Designer" and restart.
