Url encoding in web.config

I have a url that I would like to put in my web.config file.

http://google.com?parcel&bob&&smith

I assume the .net runtime is broken by an ampersand, so I encoded them as & amp ;. Amp

http://google.com?parcel&bob&&smith

This also does not work. Any ideas would be great if you could provide a link to the documentation on why this would be even better. Thank you very much!

Proper coding ampersand & . In the end is absent ; .
