Using Wi-Fi to triangulate instead of GPS

I know that this is possible, but it is practical and doable to try to position someone using Wi-Fi for triangulation ...

I think if I were underground and didnโ€™t have access to GPS, I could set up WiFi points around the place to help find someone.

Or, if I was on an airplane or train (which is constantly moving), I could set up WiFi dots around the place to help find someone.

Where would I start doing this? Are there software components / infrastructure? If it werenโ€™t possible to do this ... that is, at the router level, add location information to the packets on which the router receives an incoming message, and then the server can pick it up ...

This is how the Skyhook database (built into many phones) works . It uses cell towers and WiFi points to triangulate the position in the absence of a GPS signal.

Google also does this with its business cards - they search for open wi-fi networks as they progress and record their positions.
