Error Finding Rabbon Control Resource Dictionary - Office2007Blue

I keep getting error message # 6 (An error occurred while looking up the resource dictionary "/RibbonControlsLibrary;component/Themes/Office2007Blue.xaml") while trying to load the Office2007Blue resource dictionary that must be connected to WPF RibbonControlLibrary, Has anyone seen this problem and found a fix? I am using version 3.5.40729.1 of this control.

My XAML looks like this, and I found it in Application.xaml;

    <ResourceDictionary>
        <ResourceDictionary.MergedDictionaries>
            <ResourceDictionary Source="/PresentationFramework.Luna,
                                         Version=3.0.0.0,
                                         PublicKeyToken=31bf3856ad364e35,

Apparently they are not included in the version released by the WPF team. :(
