Game Programmer Portfolio

I want to work as a programmer in a game modification team. Most teams need to show a portfolio.

I have no previous experience in game programming, and I would like to know what I should program and include in the portfolio

I would seriously think about writing one or more small, simple games before starting to build a team. You will learn a lot about yourself and the technologies related to game development, and you will collect your own portfolio as you move. You may find that you will be in your head if you join the mod team directly, especially if you have no experience at all. If a team modifies a specific game, such as Half Life or Unreal, then I would use the time to get familiar with these tools - using the assets that already exist will give you a useful start.

To quote an old professor: the first time you program a project, you are doing it wrong. The second time you do it the way it works, but inefficiently (it's hard to modify, not effective). The third time you program a project, this is acceptable.
