Manage downloaded files in a database or file system?

Question

I am going to enable a feature for my users to upload small files that are under 2mb (jpg, gif, pdf and docs). For the purpose of loading pages and, as a rule, managing files in the future, can you recommend that the files be downloaded to the file system (and a link to it through the database) or downloaded to the database directly as a BLOB?

From my point of view, the file system is the best choice.
