How to implement tab layout using only one action?

the official android dev website says that: 「You can implement the contents of your tab in one of two ways: use tabs to share views within the same activity, .....」

I just want to use tabs for swapping, no more than one action.

can someone teach me how to do this? is there any code example? thanks ~
