Unicode characters displayed differently in different browsers

Everything is fine on my computer. In all browsers. On a peer computer, the same story. Everything is fine. Even in elinks and w3m on one of my Linux VPS, all the exotic diacritics of Lithuanian and Latvian and Scandinavian letters perfectly show.

However, I had several calls from customers today that they receive the usual combinations of humbug unicode ... "Ã" and another character and the like.

Any suggestions on what might be wrong?

Classic ASP
All files are stored as UTF-8 incl BOM
All files start with Codepage=65001 page directive
All files set the Content-Type to "text/html; charset=utf-8"
