Formatting and processing text input forms using php

Question

I'm new to PHP, sorry for the newb question :-)

I am creating a website and I want the client to be able to manipulate everything on it, including text for pages such as FAQ, Terms, etc.

Basically there will be an admin page with the textarea input form, and the administrator will upload / edit the contents to the mysql database. Let's say I want the content to look like this:

Header 1 Bla bla bla bla

Header 2 Bla bla bla bla,,,, etc.

and then when it is loaded / retrieved from mysql, the format is saved. don't know what to use, is there a WYSIWYG editor or php extension that will allow this? Or what is the best way to do this?
