The short answer is that you should not rely on the order of rules shooting at the same significance - if they are “in conflict” (i.e. both have the right to shoot). Rules in which there is no significance are just zero, BTW.
Of course, this is deterministic - simply that the algorithm can be changed between versions (although this is not very likely).
