(Why) Log4net is no longer being developed?

Question

Looking at this , it seems to hint that log4net is not yet being developed. It's true? Why is that? I think there really is room for improvements / new features. Things come to mind such as. NET 4.0, smooth configuration, WCF or new platforms. What is the story here?
