I have a map with several annotations. I would like to imitate the behavior of the Places tab in the built-in Photos application (iOS 4), where annotations are automatically merged or separated when the user changes the zoom level.

The specific clustering functions that are used in the Places function of the Photos application are not currently displayed to developers. If you are looking for a magic library, sample code or the like to do this, you are currently out of luck.
If you really like MapKit and the clustering methods in general, you can work on translating your own solution or contribute to community efforts to achieve this.
