Question about facebook style

I am trying to imitate this simple layout:

Where

• header and footer stretch across page width Header
• always upstairs
• footer below.
• The drawing container is a fixed-width container, and everything inside it is managed using a plan.

What is the best thing to do for this. The challenge is that my poor layout skills and understanding of how to make the header and footer so that they always stretch, but the container remains stationary.
