Seeing the weird character for an apostrophe on a page on WordPress, but only in Internet Explorer

I get this strange character instead of an apostrophe on the page that Wordpress is running on, but only in Internet Explorer. Other browsers (chrome, firefox) are displayed as the actual apostrophe.

Can someone tell me what the problem is?

You will see Dale Brantner, the fourth employee from the top, in the first paragraph of his bio, the words of the organization , and this is the instance that in IE I get above instead of the apostrophe.

I tried with both an apostrophe character and an HTML character character ', but both seem to give this weird character string. Interestingly, I occasionally noticed this on other Wordpress blogs.

Also note that this page is created by custom using the link function in wordpress.
