It depends, Windows Phone 7 runs on Silverlight 3 with some additional features.

If you ask if the compiled library is compatible, the answer is no. You cannot create a .xap or .dll file for the Silverlight website and deploy it to your phone.

On the other hand, if you ask if you can rebuild it for the phone, the answer is very close to yes, especially if the program is quite simple.
