Are Internet Explorer IE Web Controls Only?

I recently stumbled upon a set of Microsoft Internet Explorer web controls . They are looking at me to be older controls from Microsoft's asp.net development era. I am curious if these controls work with modern browsers or if they are mostly just IE. I know that he says that it will be displayed in the browser "downlevel", but it seems to indicate that "any browser other than IE" is a lower-level browser.

Is there a modern management toolkit from MS?

I would not recommend using them - they are no longer supported by Microsoft, and all samples are on GotDotNet, which was shutting down.

You better get lucky with a later version of the .NET Framework.
