How to create and assign a custom date and time format for an entire column in an excel sheet

I want to customize the format (with milliseconds) so that it handles the date and time in Microsoft Excel.

Date and time example: 08.25.2010 00: 52: 09.359

To understand the above sampling time, this is August 25, 2010 12 hours 52 minutes 9 seconds 359 milliseconds (AM).

Please provide a custom format for processing the specified date and time of the sample, and finally for applying to the column.
