I can use Cx TAB for indentation of 1 column or Cu N Cx TAB for indentation of N columns.

How can I "outdent" a block with emacs?

You do the same, as the Cx tab understands negative arguments.

So, to survive 3 columns:

C-- C-3 C-x tab

In python mode for the marked area, you also use Cc- <to outdent and Cc-> to indent

Use rectangular operations. Cx rk - kill the rectangle.
