This would mean that your client PC would behave like a server / service visible from an ASP.NET application point. This can be done, because you simply expose your endpoint from the client machine.

If this is for testing purposes, then you can do it, but from the production point of view it looks pretty bad for me, since the client computer can be turned off, what happens when this computer fails, it is controlled as a server ...
