How to implement IDEA?

I need to create an application that can encrypt and decrypt a text file using IDEA (International Data Encryption Algorithm) in java or C #. I know that in java there is a built-in JCE (Java Cryptography Extension), but how to go further, someone please give me some tips?

You can try using BouncyCastle , which is available for Java and C #. However, you will need to get the correct banks (assuming Java) to support IDEA, according to this note :
