Android wifi power issue

I noticed that by default, the wifi adapter goes into (power saving mode) PSM mode. When some applications such as youtube appear to buffer video, the adapter exits PSM mode to CAM or full power mode. After buffering, the wifi adapter returns to PSM mode. I have observed this behavior in other applications. Is there an API that supports this behavior? This is not clear from the documentation on how to switch the WIFI adapter and from PSM mode.

WiFi goes to PSM or CAM not under the control of the application, this is 802.11 power management mode - whenever there is traffic, WiFi goes to CAM, when the transfer is completed, it returns to PSM. At the application level, you just generate some traffic, the NIC driver will automatically go into the correct mode.
