IE popup menu error

im trying to fix a bad website, there were many differences between chrome, mozilla, i.e. and opera

BUT

any thoughts why?

You will never get IE to try to execute like other much more modern browsers without proper doctype. Add this to your first line:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
   "http://www.w3.org/TR/html4/strict.dtd">

Then confirm your html and css for these error lists.
