Why is there no C # compiler on win32 compiler?

Currently, open source projects are almost ubiquitous, especially for compilers, C ++ compilers, pascal compilers, even for the d language, but why is there no C # compiler that works in native windows? Are there any legal restrictions or any technical barriers? or no market requirements?
