Actually, I am looking for a simple WYSIWYG PDF online editor where I can create simple formal (images, text, inputs) using drag & drop, but I could not find them.
As an alternative, I would also take the WYSIWYG HTML editor, for example ckeditor, but with a Grid feature for placing absolute elements. Only with absolute elements shouldn't it be difficult to write a PDF output from an HTML source. I know the material html2pdf, but the last time I used it (about 1 year), those scenarios where it is terribly slow and not entirely accurate.
