What is the purpose of the ClientBin folder in Silverlight / ASP.NET?

Mostly due to the relative function / URI problem in silverlight, am I considering migrating Silverlight.xap from ClientBin to the root of the website?

What I don't understand is the purpose of the ClientBin folder in the first place. Are there security restrictions on this folder (similar to why you should put perl scripts in cgi-bin).

Are there any debugging options for this folder?

Or is it just a predefined convention that can be changed (with some work) without any other branches?
