Is a REST service application and a separate interface a good idea?

I am going to create an application with a RESTful web service. My thought is to create the RESTful part (json, etc.) of the Application as a separate one, and then the interface (for example, html / css / js / etc) as a client for this service, although not through js, I would like a webpage to work without js, so maybe using something like LWP to make calls. Basically, the result consists of two separate applications. It is a bad idea? a good idea? I understand that this is somewhat subjective.
