Is the <p> tag a block level element in XHTML?

I know that in HTML4.0

not a block level element. How about in XHTML 1.0?

The P element is a paragraph. It cannot contain block level elements (including P itself).

Was this a misinterpretation?

As far as I know, pthis is a block-level element that goes back to at least HTML 3.2.
