Unfortunately, as far as I know, there is no reliable way to do this, since it depends primarily on the browser. Some browsers will physically reload the content when clicked again, others will cache it and just load the cache. Others will do a combination of both.
The client side of the script may have some success with this, but the differences between browsers are significant.
