How to create an opt-out notification with additional information

I'm just starting to research this and have not yet come up with much. So, I hope you guys can help me, or point me in some direction.

I am in a situation where I need to somehow detect a malfunctioning email delivery and / or email bounce. Then I will need to send an email with a notification of this failure, and also include other other specific information in the notification email.

At the moment, I really don't know how to do this. The email system we have now includes some managed C # .NET code that sends an email through an Exchange SMTP server. So, my initial thoughts are that I could use the email header information to accomplish this, but I'm not terribly familial with all the email headers available. I am also not at all against finding and using a kind of third-party solution, but again, I am not familiar with such solutions or solution providers, therefore I am also very open to suggestions.
