Convert CAD file to form file

Thanks for the help on my previous question .... I was able to complete my project This time I have a CAD file created using Autodesk that I need to convert to a form file.

A few quests:

  • An open source application (can't afford ESRI) that can convert a CAD file to a form file?

  • Is there a better file format that I can use besides form file format (shp)?

Any suggestions would be very helpful.
