I read that Apple withholds a 30% income tax until you fill out the W8BEN tax form. This is not well documented, and since I just read about it, I'm starting to think that I will lose my previous sales.

I'm not sure I fully understand how Apple manages the tax, but as far as I think, all you need to do is fill out tax information and agree to contracts on iTunes Connect, and that should be it.
