Connection rejected by Android SDK and AVD manager

Question

I am trying to configure Eclipse 3.5 on an Android plugin. I followed all the steps and everything was fine. However, starting the SDK and AVD Manager causes a connection failure. I am behind a firewall at work and cannot get around it.

How to install Android platforms without using a dispatcher?
