Enable J2EE Web Application Resource Cache

Question

How can I control the processing of web application resources?

I have users with extremely high latency (~ 1 s!) And I have to test my application in such environments. I immediately see that my resources (css and image files) are always reloaded on every page, possibly because the response header contains an Expire tag that does not allow the browser to be cached.

How can I specify an adapter? resoure? set it to a reasonable amount? Are there other ways to improve the effects of poor latency?

Environment: Glassfish v3, JSF2 and Primefaces.
