Outlook 2010 ignores VALARM Web Calendar (ICS) created by my application

Question

My web application (ASP.NET MVC) exports the ICS calendar (webcal: //host/calendar.ics), which I am testing with Outlook 2010 and 2007 now. Apparently, regardless of the fact that the VALARM section in the calendar is ignored by Outlook at all, and no reminders are set at all:

BEGIN:VALARM
TRIGGER:-PT30M
ACTION:DISPLAY
DESCRIPTION:Reminder
END:VALARM

Is this a known issue or is there a proper way to generate ICS for use by desktop clients?
